突發(fā)！如果下學(xué)期只上網(wǎng)課，在美國(guó)的留學(xué)生將必須強(qiáng)制離境！

 　　2020年7月6日美國(guó)海關(guān)和移民總署在官方發(fā)布新的關(guān)于2020年秋季學(xué)期非移民持有F1/M1學(xué)生簽證的學(xué)生上網(wǎng)課的新規(guī)定，具體內(nèi)容如下：

　　第一，非移民，持有F1或者M(jìn)1簽證的學(xué)生，如果所就讀學(xué)校僅開(kāi)設(shè)網(wǎng)課，將不能留在美國(guó)境內(nèi)。

　　移民局也不會(huì)給這些學(xué)生發(fā)放簽證，學(xué)生也不能進(jìn)入美國(guó)境內(nèi)。現(xiàn)在在美國(guó)境內(nèi)的學(xué)生，如果你的學(xué)校今年秋季學(xué)期只開(kāi)設(shè)網(wǎng)課，那么你必須要離境或者轉(zhuǎn)學(xué)去其他提供面對(duì)面授課的學(xué)校。如果他們不遵守上述規(guī)定，將會(huì)被強(qiáng)制離境。

　　Nonimmigrant F-1 and M-1 students attending schools operating entirely online may not take a full online course load and remain in the United States. The U.S. Department of State will not issue visas to students enrolled in schools and/or programs that are fully online for the fall semester nor will U.S. Customs and Border Protection permit these students to enter the United States. Active students currently in the United States enrolled in such programs must depart the country or take other measures, such astransferring to a school with in-person instruction to remain in lawful status. If not, they may face immigration consequences including, but not limited to, the initiation of removal proceedings.

　　第二，如果入讀學(xué)校提供面對(duì)面課程，學(xué)生遵守現(xiàn)有聯(lián)邦規(guī)定，持有F1簽證學(xué)生最多只能上一門(mén)網(wǎng)課(或者三個(gè)學(xué)分)。

　　Nonimmigrant F-1 students attending schools operating under normal in-person classes are bound by existing federal regulations. Eligible F students may take a maximum of one class or three credit hours online.

　　Nonimmigrant F-1 students attending schools adopting a hybrid model—that is, a mixture of online and in person classes—will be allowed to take more than one class or three credit hours online. These schools must certify to SEVP, through the Form I-20, “Certificate of Eligibility for Nonimmigrant Student Status,” certifying that the program is not entirely online, that the student is not taking an entirely online course load this semester, and that the student is taking the minimum number of online classes required to make normal progress in their degree program. The above exemptions do not apply to F-1 students in English language training programs or M-1 students pursing vocational degrees, who are not permitted to enroll in any online courses.

　　第三，如果學(xué)校采用的是混合授課模式(網(wǎng)課+面對(duì)面授課)，持有F1簽證學(xué)生可選多于一門(mén)網(wǎng)課(或者三個(gè)學(xué)分)，但是學(xué)生也必須選修面對(duì)面授課課程。

　　學(xué)校必須在開(kāi)始更改秋季學(xué)校授課模式的十天之內(nèi)在SEVIS系統(tǒng)更新上報(bào)采用何種授課方式計(jì)劃。

　　另外，如果各所學(xué)校在開(kāi)學(xué)時(shí)提供面對(duì)面授課，然后在將來(lái)的某個(gè)時(shí)間更改授課模式至網(wǎng)課，或者持有F1簽證的學(xué)生本人最后選擇上網(wǎng)課，所有持有F1的學(xué)生不準(zhǔn)在美國(guó)境內(nèi)只選修網(wǎng)課，必須馬上離境或者選擇其他方法保持他們的學(xué)生身份。

　　最后配合大統(tǒng)領(lǐng)的“圣旨”。

　　目前看來(lái)許多學(xué)校還未宣布最終秋季計(jì)劃，如果你的學(xué)校最終采用了上網(wǎng)課的方式，那么目前留在美國(guó)境內(nèi)的持有F1簽證學(xué)生必須離境。

　　哈佛大學(xué)和普林斯頓大學(xué)目前決定采用分批上學(xué)，學(xué)生來(lái)學(xué)校，但是還是上網(wǎng)課的模式。這種模棱兩可的授課方式不知道會(huì)最終被認(rèn)為是哪種授課方式內(nèi)容。

　　目前持有F1的留學(xué)生請(qǐng)密切關(guān)注學(xué)校動(dòng)態(tài)，也要跟你的導(dǎo)師保持聯(lián)系，關(guān)注時(shí)事變化動(dòng)向。
